In recent years, under the action of the government concerning about the problemof the " three rural issues" policy and attaching great importance to the westerndevelopment strategy, China’s remote western mountainous rural passenger transportdeveloped very quickly, and achieved good results, but also exposed a series ofquestions on the management and planning. Traditional rural passenger transportdevelopment model-emphasising on of rural passenger hardware facilities constructionand ignoring the planning, operation and management of rural passenger,the extensivetransport capacity mode has become a serious impediment to rural passengerbottlenecks for further development. Therefore, in order to speed up rural passengerembarked on the road of intensive development, it is essential to increase theconfiguration of the remote mountainous areas of the western region of rural passengercapacity.Firstly,this paper describes the definitions, types, and contents and scope of theresearch object. From four apects of the western mountainous rural passengersocio-economic activities and lifestyle characteristics, status and characteristics of therural road network in the remote mountainous areas of the western region, ruralpassenger passenger property, residents travel, passenger traffic class lines passengeranalysis, rural passenger distribution node analysis summarized to analysis thecharacteristics of the western mountainous rural passenger passenger. Secondly, on thebasis of above summarize, draw structural pattern of three area common categories ofextension uneven capacity the corresponding situation in the western region andcombined rural passenger transportation class model and vehicle scheduling model tobuild the highest peak period passenger travel demand and capacity utilization rate ofresources vehicle scheduling dual objective nonlinear programming model with the areaof all transportation capacity can meet market day extension of as the two major goals.Finally, based on the analysis of the capacity allocation principles and influencingfactors on the size and structure of the western mountainous rural passengerconfiguration the highest peak period passenger travel demand and capacity utilizationrate of resources vehicle scheduling dual objective nonlinear programming model andestablish a western area methods as the main the rural passenger capacity scaleconfiguration scheduling model and the method of feeder line capacity optimization.Through this research, establish the basic methods for capacity allocation in the remote mountainous areas of the western region in China and feeder line capacityoptimization scheduling model. The application of the above methods in ChangshouDistrict, Chongqing rural passenger transport planning capacity configuration, verifiesthe feasibility of the research and provide a certain reference in theory and practicemeanings for rural passenger capacity configuration.
