Traditional substation operation and maintenance mode has not been able toadapt to the current rapid development of the society. The China State Grid Corpproposed the construction of "unified strong smart grid" as an important part and keynodes. With the development of the intelligent substation construction and application,we are really in need of the systematic analysis and the discussion of the intelligentsubstation secondary system debugging problems.This paper studies the secondary system debugging process, debugging items,implement methods and the key points in the process of engineering practice,combined with the first220kV smart substation, Luding Substation, construction anddebugging experience in Shanghai. The secondary system debugging is divided intotwo processes: integration testing and on-site debugging.This paper summarizes the integration testing items into several parts:configuration, monomer tests, subsystem tests and the preparations of the integrationtesting to on-site debugging. It analyzes the key points of each part and gives thespecific test methods by samples. There is a lot of reference value for the future smartsubstation integration testing. In the on-site debugging process, it focuses on thedebugging items which are different from the traditional on-site debugging items.Some specific secondary equipments in the smart substation which are helpful to theon-site debugging are analyzed, including the uses of the network analyzer andoriginal message analysis methodsThis paper summarizes and analyzes the problems in the construction and the debugging of the Luding Substation and gives some advice to the construction and thedebugging of smart substations in the future.The key point and the methods of the integration testing and the live debuggingare discussed. And it briefly describes the development of the operationalmaintenance software, providing a convenient method for the reconstruction and thefuture operational maintenance. Finally, it summarizes and looks into the future of theintelligent substation construction and maintenance.To break through the bottleneck of the configuration, the operation andmaintenance of the smart substation, this paper finishes the software development forthe smart substation’s operation and maintenance and studies the key technology of it,providing a convenient method for the construction, the debugging and the operation&maintenance.
