Building a rural highway can help peasantry in some areas lead a better life.Rural roads are one of the most important ways to get through the development of rural areas.They play an indispensable role in both the decisive battle against poverty and the current implementation of the rural revitalization strategy.In recent years,the Party and the state have attached great importance to the development of infrastructure related to agriculture and rural areas.The targeted decision of "four good rural roads" has made remarkable achievements in the development of rural roads:The mileage of roads has increased year by year,the road network structure has been increasingly improved,and the access depth has been continuously improved.However,behind the achievements,there are still many problems to be solved.For a long time,the idea of "valuing construction and neglecting maintenance" has been deeply rooted in the hearts of the people.Construction achievements are political achievements,but the level and evaluation of maintenance quality has not been placed in an important position in the government’s assessment.This directly leads to the situation that the life of rural roads is shortened and often repaired,which is difficult to achieve sustainable development,and will also seriously affect the well-being of farmers.It can be said that the maintenance and management of rural roads need to be highly valued.This paper takes T City as the research object,analyzes from the perspective of public management,and understands the current situation and problems of rural road maintenance and management through consulting domestic and foreign documents,and expands the research ideas;Through the questionnaire survey,we can understand the satisfaction of the masses and maintenance management personnel in the agricultural areas with the current situation of rural highway maintenance in T city and their views on the quality of maintenance management;Through interviews with the maintenance management personnel,the current supervision and assessment situation of T city and the maintenance management work in the area under its jurisdiction,innovative methods,difficulties encountered,problems to be solved and suggestions to improve the management work were found out,and relevant data were collected.Through the above methods,the common problems existing in the maintenance and management of rural roads in T city are summarized,including the maintenance management organization,maintenance team,maintenance funds,performance evaluation,etc.Through research,the following conclusions are drawn: First,the current situation of rural highway maintenance in T city.It includes the establishment of a maintenance management organization,the allocation of maintenance management personnel,the determination of maintenance fund subsidy standards,the implementation of maintenance assessment management and the implementation of the "road chief system".The second is to find out the problems and causes of rural road maintenance and management in T city.The problems include: the responsibility of the maintenance management organization is not fully implemented,the maintenance funds are insufficient and the use is not standardized,the technical strength of the maintenance management team is weak,and the performance assessment is just a formality.The reasons for the analysis are as follows: the awareness of light maintenance is widespread,the source of maintenance funds is single and the supervision is not in place,the treatment of maintenance management team is not high,the cultural level of maintenance personnel is low,the assessment mechanism is not perfect and the performance evaluation is superficial.The third is to put forward countermeasures to improve the quality of rural road maintenance and management in T city.It mainly includes attaching great importance to the maintenance and management of rural roads,improving the maintenance and management system of rural roads,building a professional maintenance and management team,strengthening the guarantee of maintenance and management funds,and improving the performance evaluation system.
