Waterlogging disasters in recent years has become a new issue which make manytroubles to cities.Cities such as Beijing, xian, wuhan, changsha, guangzhou are in the rainyseason\"to see the sea\".Along with the urbanization process to speed up, such as the serious shortage of waterresources, the changing city underlying surface runoff characteristics, the lag of citydrainage system construction and the lake or river’s reduce of regulating functions makeingwaterlogging disaster problems highlight; Urban surface hardening due to surface runoffpollution is aggravating; Lacking of urban water of ecological landscape and ecologicalenvironment deterioration problems are very serious.Facing the city water environment and ecological environment deterioration, aswell as the urbanization process of the construction of the ecological culture demand, inorder to realize the harmonious development of urban and urban water environment, it mustbe applied ecology principle and the technical measures, establishing a complete ecologicalrain flood control system.After analyzing of the needs of urban development and urban ecological civilizationconstruction in our country, at the same time, combining with urban ecological greeninfrastructure and related elements such as urban water landscape comprehensivly, putsforward the ecological rain flood control system. Urban ecological rain flood control systemis divided into three-level control system:1non-spot source control system includeing: theresidential area, city square, city road, large facilities mainly taking source collection,infiltration, retention, etc., for local collection; Secondary rain flood storage control systemincluding: use of the ability of adjusting the volume of rain flood of urban lakes, waterfeatures, urban wetlands cities such as water at the same time, using their own ecologicalpurification function, to save the rain flood,purify the rain flood and provide water forurban miscellaneous water, achieving the result of peak elimination, the action of mistake toregulate;3rain flood discharge control system including: the city rivers, reservoirs andother human activities facilities. Mainly as a urban rainstorm when the situation over thefirst, secondary rain flood control system of the receiving waters, at the same time, usingtheir own ecological purification function to purify the rain flood, achieve the virtuouscircle of the urban water body for urban water reserve. Urban ecological rain and flood control system, maked up by the rain flood detentionsystem, rain flood infiltration system and rain flood regulation system formed a urban andrain flood control system which have the functions of complete runoff volume reduction,pollution control, peak flow reduction, prolong conflux, rain, flood storage and otherintegrated functions from source to final receiving waters.
