At present our country has stepped into a stage of urbanization and high-speeddevelopment. With the rapid change of cities, public facilities of humanity and efficiencyare gradually being applied in the daily life of urban citizens. Meanwhile, new demand ofpublic service and meeting mode is keeping mushrooming. However the coverage ofinfrastructure still remain on a level of low standard and efficiency within the vast areas ofsmall towns in our country, which restrains the connotative development of urban-ruralintegration. As the urban and rural connection link and a center of rural areas, small townsundertake an important mission of narrow the gap of public service between city andcountryside. The research of this paper which covers small town of Shanxi province hasexplored the current problems and possible development in the future of infrastructuresystem in small towns of Shanxi, and also proposed an optimized strategy of small-towninfrastructure system construction under the background of urban-rural integration.Currently the relevant regulations concerning infrastructure of small towns stillrequire to be completed. Moreover, the traditional method of infrastructure allocationaccording to administrative division which follows the order of ranks shows a disparitybetween the actual demands. Defects of norms and lay-out approaches often make thecorresponding public service facilities impossible to meet the requirement of equalization,fairness and justice of urban and rural overall construction. Based on the social attributescharacteristics and life-relevance features of public service facilities, this paper selectedthe angle of living circle‘to conduct research on the problem of construction andutilization of townlet public service facilities. With respect to features of infrastructuresystem under original administrative division, the research has also noticed the existenceof living circles‘which are restricted by different ranks of cross administrative divisions,and attempted to make up for defects of general space definition according toadministrative division and allocation of infrastructure based on rank orders through newconcepts of area space division. Furthermore, this paper has done research oncomplementary basis of allocating infrastructure within a certain area in order to promotethe overall construction of infrastructure system.This research specifically chose Taiyu urban area and town-concentrated area in Shangdang town of Shanxi Province cluster as research objective to study the issues ofconstructing infrastructural hierarchy under the background of related life circle system.According to the broad and in-depth study of the infrastructure delivery in small towns inthese two town clusters, the structural and typological features of infrastructural life circlein small towns are concluded in this paper. After that, based on dynamic, systematicresearch perspectives, the concepts of social life circle, time life circle and functional lifecircle are proposed. Meanwhile, an analysis in three aspects such as cultural background,departure time and functional hierarchy is conducted. This analysis leads to theimportance of employing the concept of life circle to guide the infrastructure systemdelivery in small towns. Finally, in accordance with the comprehensive operationmechanism of these three types of live circles, a conclusion is articulated as the methodsof typological allocation, hierarchical allocation and special allocation of infrastructure.Therefore, the result of this research can contribute to constructing optimized hierarchicalsystem of infrastructure in small towns.
