Because of the historical reasons, large amount of funds have to be put into theprocess of energy conservation and emission reduction, urban environment improvementduring low carbon urban construction. However, it is possibly give rise to environmentdestroy and excessive resources occupation without scientific assessment. In quite a longtime in the future, the scientificalness and sustainability of urban low carbon constructionwill be influenced directly by the reasonableness of resources allocation in urban lowcarbon planning. It is of great importance in the study of reasonableness of resourcesallocation in urban low carbon planning.Niche is the actual niche space occupied by a kind of species. The approaching extentof the actual and the optimum niche in urban multi dimensions was reflected by urbanniche-fitness. Niche-fitness was adopted in the paper to assess the reasonableness of urbanlow carbon planning, and to build a safeguard mechanism for sustainable development inlow carbon urban construction was discussed. The following working was carried out andsupported by the national science and technology support programme.The research on niche factors for urban low carbon planning was studied. The majorfactors and indicators in urban low carbon planning were analyzed, summarizing thefactors in four kinds of niche including social economic resources, urban space resources,ecotope resources and urban characteristics resources.The assessment model of niche-fitness in urban planning was built. On the basis ofresources allocation during urban low carbon development, evaluation indicator system ofniche-fitness was constructed, and the AHP method was applied in the process of analysisand calculation. Meanwhile, the niche-fitness of each ecological factor was calculated byrelevant calculation model, and then the evaluation standard and evaluation methods wereproposed.The low carbon planning worked out by Xiangyang which is characterized byindustry leading was illustrated to evaluate niche-fitness. The results demonstrated that theniche-fitness of urban low carbon planning in Xiangyang is0.639and the level of lowcarbon planning is good according to the level standard of urban niche-fitness in the paper. It is concluded that resources allocation of low carbon planning in Xiangyang isreasonable and the evaluation method of niche-fitness in low carbon urban planning is alsosuitable for the low carbon planning evaluation of another countries.
