The bidding mechanism of construction project is produced by economy. The bidding mechanism has been used in our country since1980, we have obtained plentiful achievements, regulated the rules of construction market and accelerated the development of the construction project. As the rapid development of Internet technology, the bidding mechanism has gradually taken information technology, which has made the bidding development more healthy. But the evaluation method remains to be improved and the design of the evaluation system is lack of security, science and objectivity. It shows that network bidding method can not completely replace the traditional bidding mode, we also need a transition phase. And it also illustrates that it is necessary to create new evaluation methods and new evaluation mechanism based on Internet during transitional stage.This paper mainly studies the bid assessment, expounds the importance of innovation evaluation methods. The bid assessment is divided into field evaluation and network evaluation. The bid evaluation is determined by the bid evaluation and network evaluation through weight distribution, the bid evaluation is much more important than network evaluation. We also study the new evaluation decision model of the bidding, and the suitable method for network evaluation methods to determine the weights. At the same we design the mechanism based on the Internet technology on each stage. when studying evaluation and evaluation after management, we make full use of network technology.By this new evaluation, we can invite more network bid evaluation experts, so it will cost more to bribery the experts. The bid evaluation can be more fairness and save the cost. We can effectively curb the speculation, black-box, circumference label, string and so on, it also promote the development of construction market. We use computer and Internet technology to establish the evaluation, It not only helps those participants save a large amount of material and financial resources, manpower and time but also provides them the technical guarantee.
