Xi’an Urbanization Quality Evaluation And Improvement Strategy Research Under The Condition Of Rapid Urbanization

In2011our country’s urbanization level got more than50%for the first time, populationin cities and towns in excess of the rural population for the first time too, which means thaturbanization will enter a more rapid growth stage, the profound change of social structure andmechanism has been launched quietly. Urban spatial organization, industrial structure, urbanplanning, urban system and social management will enter a new development period. Rapidurbanization process in China since the reform and opening up, the population urbanizationrate increased from17.9%in1978to51.3%in2011, the average annual growth of about1%,especially since entering the new century the average annual growth rate exceeded1.5%.Britain is the first country that completed the urbanization course, the urbanization rateincreased from30%to70%in the200years, the United States spent100years, Japan spent70years, South Korea spent50years on that, China is expected in40years to finished thesame procession. The United Nations population division in a joint report on worldurbanization prospects also said that "China is the world’s fastest urbanization of country".Rapid urbanization is a basic feature of China’s urbanization, also external conditions faced bythe regional urbanization process.Xi ’an as the bridgehead of the western development and the important link of theMidwest communication in our country, the urbanization in xi ’an has important significanceon local area and even the entire Midwest. In recent years, with the sustainable developmentof national economy and the deepening of western development policy, the massive influx offloating population and urbanization of xi ’an ushered in the peak, statistics show thaturbanization rate reached71.0%in2012. Population urbanization promoted to a certain extent,improved the economic and social structure of xi ’an and the people’s quality of life, however,the connotation of urbanization is not just for the growth of the urban population, its basicmeaning is that social overall development level and people’s life in the "quality". Scale alongwith the increase of the population in cities, should be accompanied by more cities overallcomprehensive strength increasing, industry structure upgrading and the wide application ofscience and technology innovation, at the same time should also be accompanied by regional,urban and rural areas, the gap between the rich and poor, economy narrowing, society and environment coordinated and sustainable development, people can enjoy convenientexperience brought by modern infrastructure, improvement of life quality brought byeconomic development,and improving health and comfortable natural environment.Therefore we cannot rely on population urbanization level individual indexes such asGDP, but rather through a population index to reflect and measure the quality of theurbanization, I skimed throughout the domestic and foreign related literature, so far there isn’tyet a set of both accepted and general evaluation index system of urbanization quality.Because of this,after the in-depth study on the basis of predecessors’ theory research andempirical research the authors try to xi ’an as an example, summed up a set of urbanizationquality rating system in the light of local conditions and methods, which based on multi-indexcomprehensive evaluation method and analytic hierarchy process (ahp).System evaluatingurbanization quality from the three city foundation strength, the development of coordinationand sustainability through31specific indexes, through longitudinal comparison of xi ’an itselfand compared with that of the Beijing, Shanghai, come to the urbanization quality of xi ’an in2011score=710.45G,and xi ’an has entered the medium quality is the primary stage ofurbanization, but urbanization quality overall quality is not high, there is still a big gapbetween Beijing, Shanghai, especially in the economic foundation strength, economic andenvironmental coordination, social and environmental coordination and sustainability ofeconomic development gap is very big. According to the problem reflected by the evaluationresults,the strategy to improve the quality of xi ’an urbanization is proposed. Changing ideas,reiterated that "people-oriented" development concept; Build big xi ’an actively, promote thedeepening adjustment of the industrial structure, promote regional integration and competitionability; Draw on the experience of urbanization experiences and lessons of start state.
