Research On Bidding Management Of Highway Engineering

Tendering and Bidding system is the main form of project contracting at home and abroad,It's a competitive way of procurement and an important means of regulating market economy and an Important Adjustment Means of Market Economy.It can not only select good suppliers and contractors for the owners,but also optimize the allocation of resources and form a market mechanism for the survival of the fittest.Its essential characteristics are "open,fair,just" and "full competition".Practice has proved that the tendering and bidding system is a relatively mature and scientific way of contracting projects,and is also the best way to ensure the quality of projects and speed up the progress of projects.However,there are still many problems in the field of bidding at home and abroad,such as excluding potential bidders,false bidding,false bid evaluation,bid collusion,bid enclosure and accompanying bidding,which affect and restrict the healthy development of China's highway engineering industry.The paper taking a highway construction bidding in Guangdong Province and a main road construction in a city as an example,this paper introduces in detail the theoretical system of bidding in China in view of the existing problems in the field of domestic highway engineering bidding.This paper analyses the existing problems and reasons in the process of bidding and tendering,studies the qualification examination system,bidding evaluation process,information publicity and illegal investigation and punishment,and puts forward improvement measures.The main research contents of this paper include:(1)This paper extensively collects the research data of highway engineering bidding at home and abroad,introduces the research status and development process of highway engineering bidding at home and abroad,and analyses the relevant theories of China's bidding system.(2)The existing problems and reasons in the process of highway engineering bidding are analyzed.At present,the main problems in the process of bidding in China include excluding potential bidders,false bidding,false evaluation,bid collusion,bid enclosure and accompanying bidding.(3)In view of the existing problems in the process of bidding,this paper mainly studies from four aspects: strengthening the qualification examination system,bidding evaluation process,information publicity and illegal investigation and punishment.Some optimization measures are put forward,such as strengthening the examination of bidding documents,deepening the examination of qualification system,reasonably dividing the categories and sections of bidding,promoting electronic bidding,standardizing the behavior of judges,studying the law of reasonable low price,strengthening information publicity,and strengthening the investigation and punishment of violations of laws and regulations.(4)Taking the construction bidding of a highway and a city trunk road in Guangdong Province as an example,this paper introduces the bidding process of the project.Through strengthening the management of the bidding process and the bidding method of reasonable low price method,the best bidding candidate is selected.
