This paper uses the method of water resources supply and demand balance, to study the present situation of development and utilization of water resources in Panzhihua City, combined with the local economic and social situation and development strategy layout, system analysis of the status of supply and demand of water resources in different drought years indifferent types,put forward the sustainable utilization of water resources in Panzhihua City, the ideas and concrete measures, and on this basis and puts forward some counter-measures for the scientific drought. The results show that:(1) the water resources of Panzhihua city are relatively abundant, but the precipitation on the uneven distribution of water resources, regional difference, water resources variation of annual and inter-annual precipitation between the gap, more than85%of the whole city from6to October, in certain area and period of time, agriculture and rural water shortage is very serious, water shortage in local area at the same time, the overall water use efficiency is low, resulting in the seasonal, regional drought.(2) Panzhihua water saving irrigation water-saving potential, Panzhihua general is flooding and other traditional irrigation, canal water use coefficient is low, canal irrigation district in0.4~0.43, and the standard of water-saving irrigation technology standard0.55and water-saving transformation of long-term planning value0.65-0.75far. Construction unit water output was significantly lower than the advanced level of the country and the developed countries. Industrial water consumption, million yuan of industrial added value of water356.7m3, higher than the national average of288m3. General industrial water reuse rate of about30~40%,50%lower than the national average, and the gap between the level of developed countries75%more. City network run, run, a serious leakage, city water-saving appliances penetration rate was only10%.(3) combined with the city of Panzhihua economic and social development strategy and the overall layout, through the water to Panzhihua city economic layout and the life, production, ecological requirements analysis showed that severe drought years, Panzhihua city water volume of307791800m3, the average rate of29.99%a year of severe drought water shortage; water content of151241800m3, the average water rate16.15%; medium years of drought water shortage of64841800m3, the average water rate of7.4%. Due to the unbalanced distribution of water resource, transit water not used for agricultural irrigation, Panzhihua is still a typical engineering water shortage areas, drought also need development (construction) new water resource projects, to meet the needs of drought and water.(4) according to the distribution characteristics of water resources in the city, development and utilization, regional economic and social development requirements, for different regions are used in water conservancy engineering different measures and layout: a severe drought in the Jinsha River area, taking a Buddism godness Guanyin rock water diversion project, water diversion project, Toshi Kawa from the Jinsha River water engineering such as the main backbone project, take storage, diversion, and other small and medium supplemented by a variety of engineering construction of water conservancy projects, urban and rural water supply safety and agricultural irrigation water; heavy drought of the Anning River area, do a good job of old irrigation districs rehabilitation and water-saving reform engineering construction, composition of watershed "lead, storage,’ water supply network, ensure production in urban and rural areas life and irrigation water supply; general drought Yalong River area to take the lead, storage, and other small and medium-sized mainly, supplemented by a variety of miniature water conservancy construction, urban and rural water supply safety and agricultural irrigation water problems.(5) according to the distribution characteristics of water resources in Panzhihua City, the development conditions, strategies and measures to solve the drought is:positive open source, comprehensive water-saving, open source and reduce expenditure, medium and small micro and storage, South North, with the backbone project as the support, to the urban and rural integrated water resources management as a breakthrough point, strengthening management, pay attention to protection, to meet the needs of social economy on the water.
