Nowadays, the urban traffic is developed, its safety and convenience have gradually become the focus of the city. The city traffic accidents is increasing at an alarming rate, and the occurrence of various types of intersection traffic accidents accounted for more than90%of total. Because the road accident prone and multiple, research on intersection safety improvement has become urgent to solve the problem of traffic field, and it has a practical significance.In this paper, the safety factors of urban intersection were first analyzed, then using fitting analysis method and model analysis method to evaluate the road safety. with the ARCGIS ENGINE ESRI development platform, the vehicle navigation system including intersection safety analysis was designed and developed. The main work was as follows:(1) First, The safety factors of urban intersection were analyzed and evaluated; using AHP analytic hierarchy fitting method, safety coefficient of intersection was obtained. If the intersection safety coefficient fitting analysis wasn’t successful, then the model analysis method was used:Importing needs analysis for intersection safety factor value, to establish the model. In the model analysis process, the intersection safety factors were divided into three levels of principal components, using principal component analysis method the intersection safety coefficient was calculated. Finally, taking some intersection of one area as an example, the safety of intersection was evaluated.(2) Based on ARCGIS ENGINE platform, C#language as programming language, the vehicle navigation system including intersection safety analysis was designed and developed. According to data requirements of the navigation system, data was layered and stored, and database was design and created. The system interface and the function were designed and developed. The system included the basic operation of GIS map, map navigation and map location. Furth more, intelligent navigation function was added, which included the analysis of intersection safety and the shortest path. This system not only meet the driver requirements to navigation on the shortest path route, but also give the driver new experience on selecting the safety navigation driving route.
