In recent years, the development of inland water transport is very fast and productivity levels rising, while the problems are increasingly complex because the situation of inland waterway and ship traffic density increases day by day. In this case how to enhance the natural environment of the waterway, navigation of ships, water conditions and related aids regulation equipment, and how to manage more standardized, scientific, timely and effective inland waterway has become an important research.Waterway comprehensive monitoring system is a comprehensive monitoring system that is to monitor the ship, monitor the water level and monitor dynamic buoy. It is based on component GIS technology and C# related technologies, It can help managers to effectively monitor waterway conditions, and if they in face of problems they can solve it in time.Component GIS technology is a technology that integrated with the visual effects, geographic analysis capabilities and map database operations together. ArcGIS Engine is based on the COM (Component Object Model) technology, and it is a set of libraries and tools for embedded GIS component libraries. It can be used to create new or expand existing desktop applications. ArcGIS Engine is a component-based GIS technology in the field of the latest products, it provides developers with a new deployment strategy.This article is based on ArcGIS Engine platform and VS2008 platform, that is to achieve fast and accurate waterway integrated monitoring target, summarize the various needs of the waterway monitoring and management of navigable waterways under state development system framework design, functional design and main function modules and ultimately improve the ability of the comprehensive monitoring of waterway.The main work in the thesis:(1) Detailed analysis of the relevant technical and functional platform on ArcGIS Engine, combined with C# technology, raise the overall framework of a comprehensive monitoring system to build waterway.(2) It gives the waterway integrated monitoring system functional design, including five major functions like basic functions, accessibility control, ship monitoring, buoy monitoring, water level monitoring; based on waterway comprehensive monitoring system database design, we complete data classification functional design.(3) Based on the C# language and VS2008 development platform, using ArcGIS Engine components, it achieved the electronic chart display control, ship monitoring, buoy monitoring, water level monitoring.
