Building energy efficiency service is a new industry and belongs to the importantfield of the country saving energy, which could relieve the energy and environmentalcrises effectively and promote sustained and sound development of social andeconomic. The building energy efficiency service developing slowly is in its infancy.And most of the existing researches on the building energy efficiency service mainlyfocused on the study of the development status, and there is little research carryingout a systematic study on the basic theory of the development of the building energyefficiency service market.Based on the incentive mechanism theory, the externality theory, the sus tainabledevelopment theory and the market supply and demand theory, and also on theanalysis of the development status of the building energy efficiency service market inour country,the building energy efficiency service market system is constructed inthis thesis as follows:Firstly, the development status of building energy efficiency service ofdeveloped countries and the domestic success provinces is analyzed, andsimultaneously the development status of the building energy efficiency service ofHunan province and its surrounding areas are investigated and analyzed throughquestionnaires. Combined with literature research and questionnaire survey, theproblems and causes of the slow development of the building energy efficiencyservice market are pointed out, and the importance of the building energy efficiencyservice market system and incentive mechanism for promoting the development of thebuilding energy efficiency services market is highlighted in this thesis.Secondly, the research status of the incentive mechanism theory and the existingincentive policy of the building energy efficiency service market are introduced. Andagainst the lack of the existing incentive policies research, the research idea of theconstruction of the building energy efficiency service market system based onincentive mechanism is proposed, and its rationality is demonstrated in the thesis.Thirdly, the system of building energy efficiency service market is constructedaccording to the analysis results of internal structure and cooperation relationship ofmain market players, the market object and the auxiliary body from the perspective ofthe overall system, which contains five big markets of services, technologies, products, capital and consumption. In order to achieve high-speed operation of theentire system, in which the government management serves for establishing the stableand good system environment, and the successful cooperation between market playersadds impetus for the system operation, and the synergistic effect of the third party isused as the system lubricant, further analysis is carried out from the aspects of thebehavior of the government, cooperation of main market players and synergy of thethird party. The energy-saving benefit sharing model was established in this thesisfocusing on the cooperation mechanism of the main market players, so as to achievethe optimization of energy saving and the optimal share of energy-saving benefit.Finally, from the aspects of the government management, the contract energymanagement, and the publicity and so on, the countermeasures for promoting thecontinuous and efficient operation of the building energy efficiency service marketsystem are put forward in the thesis.
