With the development of China’s economy, China electric power system obtained the considerable development, electric power automation level increased significantly. Especially in recent yeard, the technology of smart grid is promotion on the automation of electric power system. The structure of the power automation system based on the lonely construction of dispatching automation system, then interconnect by communication, especially for the nerve endings of power supply,such as the dispatching system of district and the dispatching system of county, has been unable to meet the requirements of the development of smart grid, still exists many disadvantages, so the State Grid and the Southern Grid launched the concept of prefecture-county integrated dispatching system.The prefecture-county integrated dispatching system is fill the goal of power grid development, to enhance the performance goal of power system of the district and county, to integrate the service of operation and dispatching, to form a grand-operation system, improve the ability of grid control and the level of allocation of power resources.The topic will research the prefecture-county integrated dispatching system, to put forward the integrated construction model and implementation method, to provide the feasible solutions for implementation of the prefecture-county integrated dispatching。Joint surveillance in the county two level scheduling, Access mode in county are mainly:remote workstation construction mode、proxy server access mode、 Independent construction mode、Standby mode of construction of disaster recovery。 Which mode to choose depending on the actual situation。The basic principles are suit one’s measures to local conditions、convenient and economic。Direct data acquisition and distributed data acquisition are the main patterns,Or the combination of the two。 As part of the communication infrastructure, the preferred use of dispatching data network, second leased fiber, wireless communication is not ideal in real time performance。So then to adapt to goal of the grand-operation, to improve the management level of district and county power grid.
