Power dispatching automation (SCADA/EMS) is an indispensable means to supervise and control the running of electric network. County dispatching automation ,as a brand-new concept, has been taken sight of by electric power department in our country from the beginning of 1990抯. In the realization of Power Dispatching Automation System of Deng Ta County of Liao Ning Province, on the basis of the principle of opening, practicality and distribution, we modified intrinsic RTS-100 system and replaced partial RTU抯 with new products from East Electronics Corporation . Making use of two communication protocols, RTS- 100 and SCI 1801, the system realized some main functions in SCADA such as telemetry, remote semaphore, remote control and remote adjustment, and dynamic configuration or management of wiring diagrams and system diagrams. Besides, in order to improve the speed of system remarkably, I adopted point-to-point communication in software design. As a result, the prepositive communication computer and the central dispatch computer can exchange data directly, instead of contact through database, so that the degree of real-time in system increases greatly.
