The Jiangsu section of the Yangtze River, is located in the most economically developed regions of the Yangtze River in Jiangsu Province. With the guidance of promoting the development of Yangtze River Economic Belt relying on the golden waterway printed, a new round of development boom set off along the river, along the Yangtze River port economy and shipping economy will enter a new development period. In recent years, with the number of ships sailing and cargo carried increasing, once a big maritime casualty happened, it would cause a serious impact on the life of the residents and the development of social economy. Comprehensively and accurately reflecting the actual situation of the environment and the work of maritime supervision, especially in real time, offers a reference basis for maritime decision-making, equipment support, and dynamic regulation in particular. Thus, it has important practical significance to effectively prevent the occurrence of water accidents.This paper comprehensively analyzes the various risk factors that may affect the marine dynamic supervision, and takes the maritime regulatory grid as the basic unit, and sorts out the navigable conditions and the maritime supervision work of Jiangsu section of Yangtze River; using the method of system analysis, the risk of marine dynamic supervision is the target of general evaluation, and the risk factors are studied; according to the subordinate relationship of the evaluation index, the multi-level dynamic supervision risk assessment index system is constructed; the weight values of the risk factors are determined by the analytic hierarchy process; according to the types and characteristics of the risk factors, the index is standardized, and the index score function is given.In the actual evaluation, select the same supervision grid, two different time points were evaluated, it obtains index value, and gets two dynamic, comparable to the comprehensive evaluation of risk value by means of historical statistics, maritime information systems extraction, thus gives early warning and guidance of grid inland sea dynamic supervision.
