The aeroengine based on the technology of program of aeroengine developmentmodified is improved adaptively by the military including over ten elements and systemsinvolving11cooperative organizations that were integrated and complex program. Theprogram is successfully completed with regulated milestone, requirements and cost that isprofited form aeroengine development experience and modern program management.For overall objective, the technical indicators, operational concept and milestones of themilitary are determined in the initial phase of the program to conduct favorably that issupported by the military. The overall objective is broken down and the sub-objective isdecomposed to elements and systems in the hard level. The development organizations isdivided definitely to make the work in order, the responsibility clearly and the interfaceclearly. My institute contract with development organization to supervise contract atmilestone and cost determined to achieve integrated management control.For organization establishing, the matrix organization is built based on the results of thework decomposed structure to deploy optimum organization for the different sub programand the integrated management office is also built by planning department qualitydepartment and finance department to coordinate and supervise.In establishing funds of sub-project team, since the success of project is determined bysubproject team manager, the appropriate staffs are appointed to be in appropriate post basedon fully analyzing the characteristic of subproject by way of appointing directly andrecommended campaign. Sub-project team manager has priority of dominating manpower,property and equipment, especially the priority of firing and employing, anddecision-making power of distributing funds.Risk management training of all staffs is implemented in risk management. Allresearchers need to elaborately plan and analyze the risk of design, production, assembly,testing, system research and security system. Presenting measures according to weaknessand bottleneck of potentially effecting project development. Implementing “bottleneckmanagement” and being “from tandem to series” to avoid risk of project development.The success of this project is the result of teamwork, learning lessons and systematic and scientific management way in project demonstration, planning, implementing,controlling and accepting.
