Railway engineering has factors of construction of large-scale, involving complex technical units and personnel and unforeseen risk. Particularly,at flood season the railway roadbed is vulnerable and the likelihood of an accident is relatively large,so it is necessary that assessing risk of railway roadbed of the flood season to make appropriate measures and avoid uncertainties events affect normal operation of the railway.In this paper, studying the engineering risks theory at this stage, and Extenics Theory, as a research object to the railroad bed of flood season, constructing a risk assessment index system of railroad bed which is constituted by the three-level indicators, six secondary indicators and15the three indicators. Based on Extenics Theory, determining the comprehensive evaluation steps:to determine the classical domain and section domain; according to the actual needs, to determine the matter-element to be evaluated; to determine based index system, the use of the analytic hierarchy process to determine the weight distribution coefficient; to determine associated function; to carry on comprehensive evaluation, get a final result, and provide a favorable decision-making information for decision-makers. Extenics Theory-based flood season railway risk evaluation model is established under these procedures. And carry on practical application about the railway roadbed of Shi Chang Xian risk degree. Which the results of risk assessment is divided into five levels of risk district, which are less risk, general risk, risky, the risk of a large area, combined with the evaluation model, determining the level of the railroad bed during the flood season is risk of smaller area and take appropriate measures to avoid risks.In this paper, combining discipline of water damage occurred the flood season on the railway and railway roadbed own characteristics, to determine the risk factors of the railroad bed, to study the railway embankment during flood season risk analysis system based on Extenics Theory, to ensure the safety of railway operations, it is great theoretically and practically significant.
