Since the20th century, the air force has gained a rapid development with the continuous improvement of information technology, which promotes the war in the air. As the basic platform and an important foundation of completing mission and anti-air tasks successfully, the state of airport is directly related to the play of the air force. Therefore, airport runway becomes the focus and precision strike targets. Runway repair must be completed as soon as possible to restore the security operation of the airport when the pavement in the airport was damaged. The primary task is to identify a minimum operating strip(MOS) to meet the need of aircraft emergency landing. However, the MOS selection for the same airport may have many different schemes, if the optimal solution is not determined quickly, runway repair time will be definitely increased and even the results might be affected. As a result, it is extremely essential to establish an evaluation system for MOS selection.On the basis of research status in MOS selection problem, this paper considers the principles should be followed in best position determination and opinions of relevant experts comprehensively and determines the evaluation index system of MOS selection scheme. Analytic hierarchy process (AHP) was the preliminary consideration while the evaluation index was consist of both quantitative and qualitative index. And Fuzzy analytic hierarchy^process (FAHP) has been introduced when the evaluation index fuzzy and difficulty in AHP judgment matrix consistency achieving were taken into account, and the experiment shows that it is feasible to apply this method to the evaluation problem of MOS selection scheme.The full text consists of the following four parts:The first part introduces the research background, followed by a statement of the research situation related to this issue, and then introduces the principle,significance, content of this study and its methods.The second part firstly introduces the principles should be followed in the position determination of MOS, and then the influencing factors in MOS selection were analyzed, ultimately the evaluation index system of MOS selection scheme were determined. The third part firstly introduces the characteristics and the main methods of multi-objective decision making, then focuses on the analytic hierarchy process, including the basic principle and steps of AHP and its flow chart.The fourth part introduces the fuzzy analytic hierarchy process, introduces its basic principle and steps, and applies this algorithm to the airport MOS selection problem. First establishes the hierarchy structure model of MOS position evaluation, then evaluates the solutions given in accordance with the basic steps and determines optimal scheme of MOS position on the basis of algorithm improving in the evaluation process.Finally,verifies the validity of the improved algorithm comparing with the evaluating result of the original algorithm,which can be seen as a feasible method to determine the scheme of the wartime rapid runway repair.
