| Underground engineering is complex system engineering with high risk and uncertainty. It has the following characteristics:Complex environment conditions, Difficult construction, High technical requirements, Long construction period and the high environmental control requirements. If risk control measures are not enough, underground engineering would lead to major accidents and it would lead to huge economic losses and serious social impact. The implementation of the third party monitor of the metro construction is very important initiatives to ensure construction safety and engineering quality. And it will avoid possible accidents in the construction process.Under this background, this paper completes the content design and studies of the inspection warning system platform based on the third party monitoring inspections and risk management. The main work done in this paper as follows:(1) Based on extensive data, this paper introduces the development of underground engineering and the necessity and urgency of risk management. This paper also introduced underground engineering risk management, underground engineering risk control, information management development history and the research progress in home and abroad. This paper also analyze the research status, deficiencies and development trend of underground engineering risk management and underground engineering monitoring and information management in our country.(2) In this paper, the writer establishes the third-party monitoring inspections warning system platform framework by the analytic hierarchy process, combining with the characteristics of underground works, the third-party monitoring needs, the responsibilities and possible problems. The writer decomposes platform service object, inspection frequency, function and demand.(3) This paper studies and analyzes the potential risk factors of underground engineering construction using check list method, Expert evaluation method and brainstorming. The author analyzed and identified the possible warning point and security risk events during the construction of underground engineering comprehensively. A total of security risk events50categories and the possible warning points132items are identified. They include security risk events21categories and the possible warning points47items on mining method; security risk events7categories and the possible warning points30items on open-cut method; security risk events9categories and the possible warning points21items on shield;6categories security risk sources and13categories of risk events and the possible warning points34items on Risk factors surrounding environment.(4) In this paper, the writer studies and analyzes the possible warning point risk level using the Delphi method, the expert evaluation method and risk matrix method, and summarizes the key elements and third party monitoring site, and provide technical support for the risk monitoring and early warning decision. The paper assesses0items5level risk and32items4level risk and89items3level risk and11items2level risks. The paper defines that potential high-risk early warning level risk events is the key to on-site inspections. The key elements of on-site inspection are21items. Based on accident level of warning point as the standard of warning inspections level, the author concluded that4red alert,39orange warning,54the yellow warning, for the risk monitoring and early warning decision support to provide technical support.The construction of system platform provides a unified platform for third party monitoring company. The platform solves many problems. For example, the on-site inspection points can’t query technical information real-time. Site inspections, risk identification, assessment and early warning working for practitioners working experience and technical capabilities dependence is too strong. The platform can avoid that the risk and warning is missed because the lack of experience or the insufficient level of technical employees. The platform can complete the system of third party monitoring inspections and early warning decision work timely, appropriately and effectively. It also can enhance the timeliness and the scientific of third party monitoring work. The platform plays an important role for the protection of underground construction safety. |
