With the rapid and sustainable economic growth, China’s electricity demand will increase dramatically in the near future. Problem of electricity supply shortage due to both generation deficiency and transmission congestion during the peak period arises apparently. Facing with these serious challenges, it is necessary to promote meticulous orderly power consumption management in addition to accelerating the construction of primary assets of power source and power grid.Aiming at several existing problems in orderly power consumption management, a basic framework for meticulous orderly power consumption management is proposed whose theoretical base is the idea of meticulous management and implementation base the development of smart grid. Orderly power consumption management thus is divided into four key links:establishing the comprehensive evaluation system, decomposing the peak shifting and averting quotas scientifically and reasonably, designing the orderly power consumption plan based upon decision making model, carrying out post-implementation assessment. The proposed framework is a rich synthesis of meticulous management and closed loop feedback ideas. It will hopefully promote management performance and optimize the allocation of electrical resources.Starting from the practical requirement of meticulous orderly power consumption management, the comprehensive evaluation system is divided into two parts, one for the comprehensive evaluation of customers’orderly power consumption value and another for the comprehensive evaluation of the whole plan’s performance. This paper suggests to build the comprehensive evaluation system of customers’orderly power consumption value from two aspects: customers’electricity consumption value and customers’applicability value for the first time. The comprehensive evaluation system of the whole plan’s performance is built from several aspects, namely, power generation, power grid, customers and environmental protection contribution.Most importantly, a multi-time scale coordinated centralized decision method is proposed in sufficient consideration of customers’ load characteristics and electricity consumption value, which can accommodate electricity gap, and both improve load factor and lower the demand for reserve capacity during the peak period in the meanwhile. The model considers several peak shifting and averting means on weekly and daily time span. The main optimization objective is minimizing the impact on users’ electricity consumption habits with concerted call to different means. The customers’ electricity consumption value is comprehensively considered in the model. Multi-objective optimization on equalization of the reserve power during the peak period and minimization of the weighted sum of peak and peak-valley difference can further improve load factor and achieve greater security and stability. The model can be used to solve the problem of electricity supply shortage due to both generation deficiency and transmission congestion. Simulation results demonstrate the basic characteristics of the model and verify the effectiveness of the method.
