As the constantly increase of human society’s dependency on electricity, more and more attention of the parties is focus on the grid’s safe and stable operation. However, along with the constantly development of China’s grid and the starting of the smart-grid plan, the potential risks the power grid facing are getting more and more, while dispatching and operating task becomes more complex and onerous. The current dispatching method and dispatching information systems have become increasingly difficult to meet the increasing demand, so that research on the operating risk assessment and control system has important significance. The widely developed equipment’s status evaluation and explore in the field of risk assessment create a good condition for research on operating risk assessment and control.The summary of main contributions in this dissertation is as follows.Firstly, a new assessment and ranking method for component importance is proposed. By incorporating the risk tracing model and three-state weather model, the method to quantize the contribution of each component to the system operation risk is studied under the framework of well-being risk analysis. On the basis of deriving allocation model of well-being risk index, importance indicators are defined to indicate the importance of component from different aspects, respectively. Through the state enumeration method, typical expected contingencies sets are selected, and the operation risk of expected contingency are allocated to the individual component successively, then the assessment and ranking for component importance considering weather condition are completed. Assessment for component importance can provide component-level risk information and decision support for system operating assessment and control.Secondly, facing the actual demand for dispatch and operation as well as the on-site constructions, the article designs the operating risk assessment and control system for power grid, and discusses its main application scenarios in dispatching department. The processes and flow of risk assessment and control system are elaborated, and all aspects’functions and information flow are analyzed and resolved; Then, designs the software architecture of the system based on SOA, adapted to the features that multiple data sources and repeated invoke of functions. On this basis, refines and designs the main practical function of operating risk assessment and control system, in order to achieve the goal that comprehensive assessment of the operating risk and linkage control decision-making scheme provided.Finally, with the support of the project named "Operating risk management and control system improvement of Chongqing power grid", imply and realize the operating risk assessment system in Chongqing power grid, to solve and improve the shortage of risk perception and management in the operating and control center, and improve the automation and response capabilities on dispatching and production work. The article designs the framework and functions of the system, and introduces the development and realization of daemons, databases and GUI in detail.
