AtoN is an important system to ensure ship navigating safety, how to ensure the normalworking of t AtoN is the hot topics for Maritime security technology. In this paper, We analyzesthe current development situation of the AtoN and some defects in the management process,combine with the relatively rapid development of the3G wireless transmission technology inrecent years, the AtoN video monitoring system based on3G wireless Network is proposed. Itcan be used for beacon intelligent management and inspection.So the research has the importantsignificance.This study designed an architecture model based on the monitoring terminal/server,including monitoring terminal using Samsung S3C6410as embedded processor platform. Theserver uses the traditional PC as control host. Monitoring terminal first uses V4L2interface tocomplete the image acquisition from OV9650digital cameras, and saved in the YUV format, andthen call X264library API to implement the H.264video coding format, to reduce the datatraffic and bandwidth utilization, convenient video transmission. Then H.264stream RTPencapsulation packaging, Socket programming, based on TCP/IP protocol through the PPPprotocol to build a link of3G networks, realize the wireless transmission of video streaming.Server will receive the image data by H.264standard and decode using SDL library for display,so as to realize the remote real-time monitoring. In order to increase the range of application, atthe same time also developed a server platform based on WEB site. In order to achieve highervideo compression ratio, we also analyzed the compression ratio of three kinds codec standard:H.264, VP8, Mjpeg. The results showed that H.264best. On the issue of the video streamtransmission, the traffic shaping technique is used to solve the problem of "pause" in this paper.Measured results show that the system in the monitoring terminal can basically achieve wirelessvideo monitoring of the beacon and the environment, and the video can be sent to the controlcenter through the3G wireless networks. Control center through the Internet can realize thefunctions of receiving video,playback and save etc. At the same time, if there is a foreigninvasion,by using infrared intrusion module the system can also realize automatic alarmfunction.Because of its mobility and no wiring,the Wireless video monitoring system has practicalapplication significance, in the beacons video monitoring and management,With the rapiddevelopment of3G network, the problem such as speed, band width etc.will be gradually solved, then the system will be widely used in other prospects.
