With the rapid development of public transport industry and public infrastructure, Public Transport Industry plays an important position in the development of the city. The safety and management in the bus operation has been paid more and more attention. Using the video network monitoring system of vehicle, not only can save the cost for the management ofbus company, but also can improve the efficiency of enforcement and management, which is a great progress of information management.The thesis studied the design and the implementation of the video network monitoring system. The main works are as follows:1) The application background, the current situation and development of public transportation on-board video monitoring and the significance of safety operation were introduced. And the technical requests for the research were described.2) The overall architecture of the vehicle video monitoring system was studied. The system included an on-board terminal, video streaming media services and the client software. In addition, the technical difficulties in design and implementation process were presented, including the system power supply design, breakdown self-check, and video network transmission.3) The deeply research of the design and implementation of three modules for on-board video monitor system was investigated. For on-board terminal, the design of the power supply module, the communication module, GPS module of hardware circuit was presented. The breakdown self-check and report and the bandwidth adaptive function were deeply researched in the in-embedded software. Moreover, the streaming media forwarding process was studied in detail. At the same time, the overall design of video monitor client software and sub-module design were described.4) After the system testing, the video network control system can play both the remote real-time videos and the historical videos, where the video transmission is stable.
