| Bill of quantities pricing model has been widely used in our country. Comprehensiveunit price as an important part of the quantities bill valuation, its reasonableness impacts onthe entire project cost directly. Highway engineering bill valuation occurs in the bidding stagemainly. In view of the possible problem existing at present by using controlled bidding price,we must seek new solutions to ensure the accuracy and rationality of valuation, especially forthe bill valuation of the "four new" projects that the new technology, new structure, newmaterial and new machinery used in the construction. Therefore, the reasonable determinationof comprehensive unit price in bill should be the key consideration to control the costs atbidding stage.This article launches the research from controlled bidding price: firstly describes thesignificance and the disadvantages to set the controlled bidding price. With the engineeringpractice, it analyzes that the quality of the controlled bidding price impact on the engineeringcosts. Then from preparing the reasonable controlled bidding price, this paper puts forwardthe principles and requirements to prepare controlled bidding price, to promote therationalization of price decision.At present most of the literature on comprehensive unit price decision under billvaluation is mainly based on the research in the general construction project and the aspectsof the comprehensive unit price and the prediction of a reasonable value. This paperintroduces mainly determination to comprehensive unit price of “fore new†project that usingnew technology, new structure, new materials, new mechanical in the highway engineering.First this paper begins from the concept and the assessment of the premise condition of "fournew" projects, and then it analyzes and summarizes several main methods of the "four new"project unit price decision in the absence of current quota. Again utilizing the AHP analytichierarchy process method to choose the comprehensive unit price method, and constructs acomplete index system with the main factors that influencing the comprehensive unit pricemethod, and obtains the weight of each main influence factor through the fuzzy grade, then gets the adaptive sorting of various determination methods that relies on the dates under theinfluence factors. Finally combining with engineering examples, it verifies the feasibility ofAHP method to choose comprehensive unit price method by the traditional qualitativecomparison improvement for the more scientific reasonable quota comparison, thus providesthe basis for choosing method scientifically. |
