Research On The Optimization Of Highway Project Bidding Using The Reasonable Low Price Method

In recent years, the sustainable development of the national economy has led to the expansion of the scale of highway projects. However, in the field of highway engineering construction, inferior works are often occurred due to the contractor’s reasons, this not only directly damage the safety of people’s lives and property and also cause significant economic losses to the country. As we all know, in the market economy conditions, most of highway engineering construction contractors are selected by bidding, the purpose of the construction tender is to choose good reputation and excellent contractor for the owners, and ultimately to ensure the quality of the project. Therefore, in order to reduce the occurrence of illegal activities in bidding process, to ensure the bidding is in the open, fair, impartial and honest credit environment, so as to achieve the ultimate goal of the construction tender, only perfect legal procedures are not enough, but also to develop and select a reasonable evaluation method, because the bid evaluation method is the key for the success or failure of bidding.A lot of practice shows that the reasonable low price method is a more effective evaluation method in the mode of engineering quantity list valuation, it is very important to save construction investment and promote the reasonable competition of enterprises. However, the reasonable low price method exist some shortcomings in the evaluation process, which is urgent for us to study and put forward the concrete measures to improve and perfect it, so that the evaluation method is more scientific and reasonable, and promote the development of highway engineering construction in a sound bidding environment.On the basis of previous studies, first of all, this paper briefly describes the historical background, related concepts and development process of highway engineering bidding, compares and analyzes the advantages and disadvantages of several tender evaluation methods commonly used in highway engineering bidding at present; Secondly, analysis shortcomings of reasonable low price method and the reasons of it is often used in the bidding process; Thirdly, puts forward specific improvement measures to the reasonable low price bid evaluation method using game theory enlightenment to the highway engineering bid, and use MATLAB software to solve some problems, so that the reasonable low price method is more scientific, reasonable, perfect and convenient; Finally, taking the actual project as an example, carries on the empirical analysis, shows the scientific, reasonable, simple and convenient of the reasonable low price method after improvement.
