| There are lots of uncertainties which would cause the high frequency of engineering change in the process of the projects construction due to the large production scale, high resource consumption, long production and use cycle as well as heavy management tasks. Meanwhile, engineering change would cause huge obstacles to the project investment, progress and quality. Therefore, in view of these two aspects, engineering change management tends to be an important part in the process of construction engineering management, and it is significant to study the management and control of engineering change.It’s studied from the point view of the owners in this paper. In the beginning, it summarizes the significance and aim of this study via analyzing the background information of engineering change management, and then finds out the three deficiencies of engineering change management based on the analysis of a large number of documentation and materials at home and abroad. Later, it provides an overview of the definition, classification, pattern of manifestation and influence,which lays a theoretical basis for the later study. Then, practical solutions to the three problems were offered as follows. Firstly, a method was determined for risk management in the changing process which control the risks validly from risk identification, evaluation, distribution, control and reflection assessment. Secondly,under the premise of good change risk control, the matter of randomly selecting change schemes was settled through building a Minimum Relative Entropy Aggregation Model on Group Decision Making to select engineering change scheme preferably in the way of combining analyzing qualitatively and quantitatively.Thirdly, the three determining methods of the engineering change comprehensive unit price were specified and a model to identify unbalanced bids was established.Finally, it makes a conclusion to the study and points out the weak points as well as what we could do in further research of the changing process.The paper provides new ideas for engineering change management by presenting practical solutions to the existed three problems, therefore, it has realistic meaning for realizing the three major targets in construction engineering projects management. |
