The "Specifications of Charging on Bill of Quantities of Construction Projects" implemented in China since2003,then revised and issued by the Ministry of Construction in1st Dec2008(GB50500-2008).The newly specification had made many supplementations, revisions and improvements on pertinent contents of unreasonable clauses and tables, which has great significance for thoroughly normative project cost pricing behavior. However, the Bidding and Tendering way under model of quantities figure in China is still in its infancy, stirred up a lot of problems, such as false tender, malicious collusive tendering, backdoor deals, low-cost bid but high price compensation. These problems not only resulted in the loss of state assets, harming the interests of the state and social public interests, but also ruined the whole competitive environment of construction engineering market economy.Bidding-evaluation and Bidding-decision is considered to be a complex systematic work.. A successful bidding is directly caused by a scientific bidding-evaluation method. With the development of the bidding and tendering system, the matched bidding-evaluation method should be established. Since the mode of bill quality of construction(BOQ) was performed in China, the reasonable low price judge is the most widely adopted method in bidding. Its implication, largely, overcame certain level the disadvantages of the Lowest Price Bid that simply the only concern of low price but leave the cost out of consideration. Meanwhile, the rationality of the evaluation has been improved and also prevent contract dispute. Reasonable evaluation on bid price quotation is a very essence of the reasonable low price judge, that means reasonable low price over cost. Nevertheless, in practical applications the judgment on rationality of low price and cost level is still lacking objective and scientific assessment, owing to the cost information asymmetry between both bidding sides.This thesis focused on the existing problems and proposed the price Index model based on the reasonable low price judge, expecting on the basis of historical construction cost data established tender price index model to discriminate the reasonable low price. The model, via index analysis and scientific forecast to provide some real information of current construction cost level, conducted the bidding-evaluation work, but at the same time provided some effective supervision measures for competent authorities.From the view of engineering practice, this thesis constructed an overall model of reasonable low price bidding-evaluation based on price index. Firstly, related studies in bidding and bid assessment method at home and abroad were reviewed and analyzed, from which can we seize the thread and trend of research and the current research achievements nationally and internationally, simultaneously summarized the existing problems of bidding system in China, providing a reliable theoretical basis for this thesis.Secondly, at the basis of domestic and foreign construction cost index system, established application frameworks of cost index of construction engineering which suitable for our country.Thirdly, this thesis analyzed the affecting factors of construction cost, setting the standard of data gathering and categorization, establishing the construction cost index database, and detailed the ranges and classifications of data, the goals want to achieve, still the general framework of database.Fourthly, at the basis of construction cost database, constructed a system of tender evaluation price index matching the BOQ price pattern. The system included partial and itemized project price index, measurement items project and other item project price index, unit project, single project and construction project price index, at the same time the problem of index series prediction was discussed. The gray prediction model was used to forecast the price index series. Finally, the strength and weakness of the gray prediction model was analyzed, and through examples ensured the reliability of model.Fifth, price index was introduced into real daily work of bidding-evaluation in this thesis. Semantic fuzziness analysis techniques was proposed to make the partial and itemized projects matching through project characteristics item by item, after that the project which had the highest similarity with the project being built would be found. In addition, interval estimation was used to estimate adjustment intervals of errors, in order to ensure the rationality of cost estimation. Last, the comprehensive model of reasonable low price bidding-evaluation based on price index was constructed, and the new procedures of bidding-evaluation based on price index was elaborated.To sum up, the feasibility of the model of reasonable low price bidding-evaluation based on price index was detailed discussed in this thesis from aspects including personnel, technology and agencies, etc. In the end, some suggestions for further research were also provided, hoping that the model could collaborate with the research of computer and web science, only in this way can computer-aided bidding-evaluation system come true.
