Study On Development Of VTS Public Services

As a way of management for the national maritime department, to implement the management of the movement on the water. With the development of thirty years, Vessel traffic service faced with challenges and tests at present on the command of building a service-oriented government building a service-oriented maritime at the17th National Congress of the CPCWith the help of VTS regulation, the maritime administrative department can not only maintain traffic order, ensure the personal and property safety, facilities for ship, but also can enhance the ability of emergency response, improve the state or the competent authority image, safeguard the national marine rights and interests. In this paper, the author aims to study the service type VTS, so as to enhance the VTS level of public service.Through the study of domestic, foreign literature, the history of VTS and the public management, analysis of domestic development and function of VTS. Through the comparative analysis, the comprehensive evaluation of China’s current VTS service level, find out our VTS actual view and view the difference between international and foreign shipping developed countries, find out the restricting factors of VTS public service level of our promotion.Finally, from the new public service theory and the perspective of service oriented government, the factors of restricting VTS public service level of our country’s development, the author’s practical work, study the recommendations and measures on enhancing VTS level of public service, carries on the reasonable localization to it, in order to improve the VTS level of public service, to fit the change in service maritime security functions, meet the requirements of marine traffic safety, scientific development and guide VTS.
