A Study On The Problems Of Qiongzhou Strait Traffic Management And Countermeasures

The maritime traffic safety involves the safety of passengers and practitioners, even the economic development and natural ecological environment and social stability. Experts and scholars and publics reach a consensus in the importance of the maritime traffic safety. It implies that the government implements their responsibilities in shipping management and social services.The Qiongzhou strait locates on the area between Hainan island and Leizhou island. It is key water area that links Hainan island and mainland. Lots of marine accidents happen in that strait in those years. The study on the maritime traffic safety in Qiongzhou strait could enhance the maritime safety management in that strait. It could reduce and specify vessel traffic flow and it could improve the ship navigation safety and shipping efficiency as well. It also provides theory foundation for the study on navigation environment development.Through depthly analysis the sea traffic accident characteristics and causes happened in the Qiongzhou Strait recent years, and from the perspective of public administration, the author try to find out the public management defects which caused these reasons. put forward the main problems of traffic safety public management in the Qiongzhou Strait, learning from foreign advanced experience, the author put forward countermeasures and suggestions to strengthen the Qiongzhou Strait traffic safety administration,finally improve traffic safety in Qiongzhou Strait.
