Research On The Optimizing Of Construction Project Authorization Management Mechanism Of The "A" Air Traffic Management Bureau-Based On The Perspective Of New Public Management

Because of the complexity and uniqueness of construction projects,authorization has become an indispensable and important link to ensure the smooth implementation of projects.However,for the current construction projects with institutions as project legal persons,unreasonable project authorization,unscientific clause formulation,lack of authorization adjustment and recovery mechanism all affect the effect of authorization and increase resistance to project implementation.How to make the project authorization management mechanism of public institutions more scientific and reasonable,and promote the efficient implementation of construction projects,has become the focus of this research.At present,the research on project authorization management at home and abroad mostly focuses on the project management mode and the research object is mostly construction units,there are few research focuses on project owner's authorization management.This paper takes the perspective of new public management as the starting point,and takes the "A" air traffic management bureau as an example,researching the project authorization management mechanism from the aspects of authorization mode,authorization clause formulation,authorization effect evaluation and authorization clause adjustment.This paper uses literature research,investigation research,interview and other research methods,and takes the project authorization management mechanism of the "A" air traffic management bureau as the research object,focusing on the analysis of the shortcomings of the project authorization management mechanism,including the lack of serious authorization,unscientific authorization terms,poor authorization effect and lack of authorization,considering the reasons are including the lack of modern management concepts,scientific empowerment thinking,lack of competitive pressure,etc.Therefore,to improve the project authorization management mechanism of the "A" air traffic management bureau,we can start with emphasizing authorization and decentralization,adjusting and changing the concept of authorization management and introducing competition,and build a modern management mechanism under the guidance of new public management theory.
