| The fierce international engineering competition in the market is an urgent requirement to cultivate and develop a general contracting company in China, and general contracting enterprise in China lack the international competitiveness in particular the ability to adapt to market changes dynamically, the dynamic capability theory proposed by scholars like Teece in order to solve this problem guidelines in one direction, the theory of dynamic capabilities thought that enterprise capabilities along with the changes in the external environment must continue to innovate and reconstruction, in order to adapt to the environment, to gain a competitive advantage. The dynamic capabilities comes from the knowledge management, so the total project contracting business is in an urgent need for a way to reflect the current environment, the dynamic nature of knowledge management system to guide their actions.In this paper, the literature review, progressively researchs on the dynamic capabilities theory, the theory of international engineering contracting business capacity and knowledge management theory.The thesis focuses on dynamic ability-based international engineering total contracting business knowledge management system research.From the interactions betweem dynamic capabilities and knowledge management, we can come to the result that the knowledge management is the fundamentalmentof achieveing dynamic capabilities of enterprises, and the dynamic ability can be evolving continuously. Then this article has cited the model and analysed enterprise knowledge management path and the internal mechanism of the formation promoted by dynamic ability. According to the guiding ideology and principles of system building,Dynamic capabilities-based international engineering contracting business knowledge management system is constructed from three major subsystems of the knowledge management system including the target layer, operation layer and support layer,and introduces the three modules’details.. The target layer design of the knowledge management system, from strategic planning, implementation, control, integration and synergy of these five areas, combined with the actual situation of the international engineering contracting business, proposedthe dynamic capabilities-based international engineering contracting business strategic management. The operation layer design, summarizes the four mechanisms of international engineering contracting business in the knowledge management, proposed specific implementation methods and ideas. Empirical Case analysis by HNCDI enterprise knowledge management system construction demonstrated the feasibility of the established international engineering contracting business knowledge management system, provided the theoretical basis for improving the international engineering contracting business in China by the Knowledge Management’s ability that dynamically adapts to the environment.This dissertation’s management point are:through good international General contracting enterprises investigation and analysis, Refining out the dynamic capabilities elements of international engineering general contracting enterprises, according to the internal mechanism analysis of knowledge management and dynamic capability, Establish a quantitative evaluating international engineering general contracting enterprise dynamic ability model.
