The development of the economic environment prompted construction enterprises in our country must establish and improve core competitiveness, then transform from the traditional extensive business model to refined, intensive, low-carbon development model. Upgrading the capacity of the construction business is a inevitable requirement of the new development model of construction enterprises. To improve the operational capacity, construction enterprises must first evaluate the technical and management level of the current construction business, then identify weaknesses in the construction business and take measures for improvement. Based on the perspective of industry management department, the paper studied methods applicable to the evaluation of the technical and management level of construction enterprises. The results will help to improve the technical and management level of enterprise and thus promote the whole industry construction level improve.Firstly, the paper analyzed the existing theories on evaluating construction enterprise’s technical and management level. It proved that they can not meet the requirements of a reasonable evaluation of the technical and management level of construction business. On this basis, made characteristics clear that the production and management core of construction enterprises is project. Then analyzed performance of construction project by using the theory of value engineering, and concluded that project cost is the performance indicator of most concentrated expression of technical and management level on the condition of ensuring the project’s functions. Therefore, the project cost level is an entry point to explore a reasonable method for evaluating the technical and management level of enterprises.Secondly, given the technical and management level of construction enterprises is not immutable and it is fuzzy qualitative comparative indicator, introduced the theory of Cost Index. Learning from the industry project cost index model theory, corrected internal non-normal factors of sample project and removed the external economic environment influence, taxes and fees, as well as the industry average profit, then created the enterprise project cost index model to reflect the technical and management level change of construction enterprises. The model can be used to compute enterprise qoq unit project cost index, Changes in the level of enterprise technical and management can be judged from the index computed.At last, cost index model calculation processes of enterprise engineering were validated by an example. Then analyzed the key factors impacting the accuracy and applicability of the index, including making reasonable choice of representative projects, reasonable weight and the accuracy of the estimates of corporate profits. Concluded that the enterprise project cost index model is a simple and effective method for evaluating construction business level changes of construction enterprises. then made research prospects of the using of the built index model.
