In recent years, with the rapid development of world’s economy, the continuous innovation of science and technology, peoples’living standard have improved a lot. However, some local, regional and even more large-scale emergencies occur from time to time, which bring tremendous disasters to peoples’daily life and the whole economy. This is a big problem that all nations should face which we should actively respond to the emergency and carry out rescue. Emergency materials are very important in rescue works and its’distribution is a key factor in the success of rescuing work. Therefore, it has practical significance to study the distribution of emergency materials.On the basis of domestic and foreign researches, using the method of operational research and combining the actual characteristic of rescue work, the emergency material distribution problem is studied, in this thesis. The main content is as follows:This thesis analyzes the significance of studying emergency materials dispatching problem from current situation of emergency rescue. On the other hand, the thesis introduces some related basic theories such as emergency management system theory, the characteristic, structural composition and operation process of emergency logistics system theory.In theories, there are two kinds of emergency material dispatching problem:one-time consumption and continuous consumption emergency material dispatching problem. Both problems set the earliest emergency rescue start time target and build up the optimization model. Under this premise, considering the stability of the emergency system and the cost of rescue work, we further optimize the number of supply points involved in the rescue. Taking a practical situation that multiple disaster points lack of emergency supplies into account, we set up an optimization model which emergency material assistance reaches the maximum benefit, and then, we use LINGO software to solve it. By comparing to existing literatures, we verify the effectiveness of the model. In addition, we analyze the necessity to establish emergency supplies transit point, build the transit point selection model and find out a simple solving method.Above all, making a scientific and rational emergency material distribution scheme is a very important decision in doing rescue works. Optimizing the emergency materials dispatching problem’s method and conclusion can provide an important decision basis for decision makers.
