Research On ATC Collaborative Emergency Management Mechanism And System Realize

In recent years, the research and practice of emergency management in China's ATC(air traffic control) system has been widely carried out along with the construction of the safety management system (SMS) step by step, and there has been established a series of management specifications, contingency plan and procedures.However, not only a long time effective and incentive emergency mechanism has been applied in our country's air traffic system, even the research on the practical techniques and application tools of emergency management for operating units has no significant breakthrough process as yet. As a consequence, when air traffic controllers are dealing with emergencies, especially in the situations of a great amount of flight delays, air force activities, severe thunderstorms and adverse weather, coordination between departments is not effective as it performed and emergencies responses are not as smoothly as expected, resulting from lacking of a integrated, efficient, reliable collaboration platform, predictability, and slow responses.Now therefore, this paper is mainly researching on the following perspectives:Firstly, based on the concepts of air traffic control's emergency management, the collaborative emergency response mechanism of air traffic control will be given under the situation of collaborative emergency disposal electronic platform, following with a thoroughly discuss on general model of air traffic control coordination emergency response, which is constructed with organizing mechanisms, operating mechanism and risk-control mechanism, furnished with more details and describes.Secondly, analyzed and designed the processes of emergency responses and disposal, the emergency management system has been categorized, classified and summarized, and the construction of the emergency plan database already completed as well, which relies on the actual investigation of three departments in Xiamen air traffic control station:air traffic control department, technical support department and meteorological department. And also, through the utility of studio Visual 2008 development platform, I have developed the functions of emergency response and disposal.Lastly, based on the program "Research on Collaborative Emergency Management of Air Traffic Control in Real-time", the project of this paper was carried out in Xiamen. And it turned out that the ATC collaborative emergency management mechanism is reasonable, the procedures worked smoothly, the functions of emergency response disposal of the cooperative platform have been realized, which effectively changed the previous highly dependent human emergency disposal mode and realized the cooperative emergency response.
