To accelerate the development transformation of the railway and advance the scientific development of railway, effective railway engineering of project management is inseparable. Incentive and restraint mechanisms is an important part of the railway engineering of project management. Railway engineering project management research of incentive and restraint mechanisms is not system. The paper, which combined with the practice of railway construction, the survey, expert interviews and theoretical concluded, giving well studied on the incentive and restraint mechanisms of railway project management.The paper stand in the point view of the construction unit to research incentive and restraint on other construction units. Firstly it analysis some of the connotation, and summed up the theory of incentive and restraint, both of those are the basis of the study. Secondly it analysis of the mechanism of incentive and restraint mechanisms and determined the incentive and constraint factor. Then it give design ideas of incentive and restraint mechanisms through on game model analysis. Finally it gives some system. The main research content is as follows:①It analysis of the mechanism of the impact on incentive and restraint mechanisms for railway projects and build the model of needs motivation-behavioral.thinking that the critical needs of the construction units, external environment, personality traits, task and performance affect their behavior, which is the starting point of the incentive and restraint mechanisms.②It determine to the incentive and constraint factor through questionnaires and interviews.The motivating factors including the economic incentive factor and reputation constraint factor. The restraint factors including the importance of the market constraints factor and non-market constraints factors. And it analyzed the importance of the factors. The terms of the contract, performance appraisal, honorary awards are strong motivating factors. Work environment, management systems, coordination, authorization, culture. Training, project attractive, recognized are quite Strong motivating factors. involved in project management, engaged in challenging work are weak motivating factors. Competitive market environment, the management of the bidding laws and regulations, credit evaluation are strong constraint factor. quite constraint factor includes relationship between regulation and integrity.③Combined railway project management incentive the constraint status quo and problems, it applicants game theory, economics, management mechanism design theory and methods, and the incentive and restrictive factor to draw some of the ideas of mechanism design. It believe that building incentive and restraint mechanisms should be combined with railway construction characteristics, consider Participation unit demand, diversified incentive and restrictive elements, fullly using the power of the market, to build long-term relations of cooperation, making full use of the credit relationship, improving the management system and so on.④Finally, combined with the practice of railway construction management and the characteristics of the railway engineering project management, it puts forward systems of incentives and disincentives construction and implementation suggestions.
