This paper discusses and analyzes different charging method of electric vehicle(EV) and different form of charging facilities. An overall layout approach and process of EV charging facilities is proposed, which includes load forecasting, site selection and capacity determination, program checking and construction principles.This paper presents three methods of load forecasting. Method A based on the number of EV is applicable to the early planning of EV, which calculates concentration load and dispersion load, according to EV charging regularity. Method B is appropriate for the large scale promotion period of EV. Based on energy equivalence principle, it converts fuel of the planning area into the expected charging load of concentration and dispersion charging facilities in accordance with a certain calculation. Method C is just applicable to special vehicles, which accurately calculates dedicated vehicle charging load through the analysis of its driving rules. On basis of load forecasting, this paper determines the location and capacity of charging facilities, verifies the program based on planning principles of distribution network and practical feasibility of construction site to get a program both meeting load forecasting and having strong feasibility. The paper also analyzes the economy and convenience, making the planning program to meet charging demand of users under the premise of optimal economy and convenience.This paper puts forward the basic principles of planning and construction for residential areas and commercial&office areas. For residential area and commercial office, not only the planning allocation principle of distribution transformer capacity on the power supply side is analyzed, but also the equipment needs of service side in the area is proposed.
