In order to improve the convenience and comfort of residents and ease the pressure of traffic, many countries are striving to develop city traffic network and build subway system, characterized with large volume, high speed, safety, punctuality, environmental protection, and economization on resources and land and etc. However, subway construction will not only affect the road being constructed, but also affect the surrounding traffic network, especially in the coastal city. If the traffic in the section is not well organized, it will bring about the disequilibrium between transportation supply and demand in the partial or even the whole network, causing the high frequency of traffic accident, the intensity of traffic congestion, the serious pollution of city, and the exacerbation of energy wastage. Therefore, it is necessary to analyze thoroughly the impact of subway construction on the traffic and take effective measures to minimize it, especially in coastal city with freedom road net structure characteristics. In this context, the dissertation carries out the research on the traffic organization and management during the subway construction.The dissertation deals with the four basic issues, including the investigation and survey of the coastal city and road traffic before the construction of subway, the impact of subway construction on urban traffic, and the traffic organization and management during the subway construction. In terms of the investigation and survey of the city and road traffic before the construction of subway, it gives a detailed analysis of the content and indicators that reflect the general information of the city and urban traffic conditions and elaborates these related contents and indictors. As for the impact of subway construction on urban traffic, it introduces the method of forecasting the traffic volume, the common way of subway construction, the basic form of the closure of the traffic construction, the road capacity and its calculation, and intersections capacity and its calculation. It lays emphasis on the different construction meth-ods, the closure of the traffic construction, and the construction fence to illustrate minutely the impact of subway construction on urban traffic. Forecast the background traffic and induced traffic volume of the coastal city during the subway construction by trend growth law and four-stage method, and overlay them to obtain the coastal city traffic demand forecast results. With regard to the traffic organization and management during the subway construction, it explores the recognition and three kinds of bottleneck identifications in the road network, the road section and facilities and establishes a diverted commuter traffic model of bottleneck road based on "the shortest travel time in total". It tries to optimize the organization of the whole road network by using traffic engineering theories and technical means to improve the traffic capacity in bottleneck roads and the intersections.In the end, the dissertation takes Dalian subway line1and2as examples. It puts forward reasonable and feasible traffic organization and management on the basis of minute investiga- tion and scientific analysis of the city and traffic condition of Dalian before the subway construction, making sure the construction of the subway go with a swing and the road section affected by the subway construction operates smoothly.
