With the rapid economic development, many metropolis in China have launched subway transportation, which has the advantages of large capacity, high efficiency, and friendly environment. The line of subway is usually laid out along the urban arterial traffic, which enhances the urban passenger capacity and plays an important role to alleviate the traffic pressures. However, with the features of large construction scale, long construction period, the construction of subway occupies the road spaces with heavy traffic, which certainly cause some negative influence. Taking traffic dispersion measures during the construction of the subway improves the traffic situation of the road affected by subway construction and enhances the level of road service. Therefore, this paper studies the traffic organization of the surrounding area affected by subway construction.Firstly, with the summary of the domestic and foreign scholars’study about the traffic organization of the metro construction, this paper analyze the affect of the construction enclosure used frequently during subway construction in China and the surrounding environment impact of the road occupation to construct subway with enclosure, and then choose saturation as the traffic state evaluation index of the construction zone.Secondly, With the construction effective scope defined by the construction circle extrapolation, the scope of organization will be defined, which will separated into construction area, major organization area and the construction influence area. Afterthe analysis of traffic organizational principle, reconstruction to the constructionsection and optimization in the branch road. After the analysis of traffic organizational principle, reconstruction to the construction section and traffic optimization to the branch road is the key traffic organizational method to balance the saturation of the road network in construction area. The traffic capacity of branch road network is improved by the optimizing target of lowering saturation in subway construction area, the structure of bi-level programming model, the utility of genetic algorithm, the analysis of the problem appeared in one-way or two-way traffic passage method and the "one-way"decision on the branch road in major organizational area.Lastly, using the related theories traffic organization during ZiYang Fuzhou subway station construction schemes, which require the confirmation of traffic organizational scope, the investigation of basic information about road, traffic situation and location and the emphatical analysis of traffic flow, traffic capacity and tragic safety. With the integration of data and theoretical analysis, draw up the traffic organizations and optimizations which include the expand of constructing road, the canalization of constructing road. the optimization of the branch network, the arrangement of traffic constructing signal and the classification of traffic organization.
