The Small and Medium Enterprises (SMEs.) create most treasure for a national economy. The Small and Medium Enterprises (SMEs) has became the core of national economy in now days. But most of SMEs have to meet many difficulties on their way to competing and surviving in cruel market competition. These difficulties are including funds and resources shortage, fall behind level of management and high turnover rate of personnel. For most of SMEs, they have taken the innovation as their first key strategy in free market competition. The New Product Development (NPD) is a traditional innovation method. The lack of resources and management often push the NPD project to a uncertainly high risk status, some NPD project were totally failure. More and more SMEs realized that they must to build a suitable NPD project management system for themselves. This project management would help them improved the development efficiency.In this thesis, the A company is chosen for a research object. This company is a typical small enterprise. There have many problems in the product development, such as new project choice and decision, design changes and modifications, safety test failure; production processes documents imperfect and development process to be optimized. These problems caused delay of schedule and extra cost raising in new product development. The thesis will study its NPD project management system to figure out what cause these problems and find way to solve them. Multi tools are used in the research such as Cause and Effect Chart, ASME table and Activity Based Costing. Use the Cause and Effect Chart to find out the root of the problem. Use the ASME table to analyzing timing cost of all activities and finding none value added activities in development procedure. Use the concurrent theory for production processes documents design. Invite supplier to join the design, get technical information through their support. Use Activity Based Costing to calculating the cost of new procedure. This case can provide some experience on how to solve the problems in product development procedure for Small and Medium Enterprises.
