With the development needs of Chinese socialist market economy, construction project tender system appears on the scene that comes to be the most important method to propel the health competitive regulation. This tender system can also help to escalate economy benefit, reduce corruption. However, the native construction tender system hasn’t been to the mature stage because of many risk factors that will give side effect to the tender results, which, will generate a series of problems to the following implementation task.This article introduces the application and theoretical research of construction tender both in domestic and board based generally on the related document and literatures. Taking construction tender risk factors as the study object, do systematic identification and analysis by Delphi Method. Then take analytic hierarchy process to create the risk assessment model of three parts:government, tenderee, bidder, calculating all the risks index weight, deducing the related impact of all risks index to construction tender result. Based on the above research and risks index importance, presents the solution of construction tender risk management through regularizing tripartite behavior. Centre on the introduction of reformation practical experience of regularized construction project tender system in Hangzhou and detail tender process with concrete case, summarize the successful experience and put forward the questions that have not been resolved.This article keeps eye on the risk assessment of construction tender system and the related research, which will have significant theoretical value and practical value on facilitating health development of construction project tender system.
