Now in China,essential economy is in construction field.Creditworthiness could promote economy,and also obstruct economy. The key is how to manage these creditworthiness risks.Tender and Bid Law of the People’s Republic of China actualized in Jan.1,2000.Until now, it has carried out more than ten years, Tender and Bid system have been adopted in project constructon. Tender and Bid are very importment links during the construction procedure or the project cycle time.Essential construction begins with tender and bid.According the tender and bid implementation,more and more risks exposed.Administrative department and manager should solve these thorny problems. Creditworthiness risk’s existing will hide crisis during the construction procedure、"open、justice、equity"and "Full competition",which are particular important to optimize resource disposition,form the market mechanism of the survival of the fittest,and then ensure the well development in the construction industry.Xiamen has taken the lead in operating Bid Law,which has been not only important reform in the system of tendering of Xiamen recently,but also significant to catch up with the step of the international practice.However,there are still many questions in the process of operating the Bid Law because of the imperfect in the area of mechanism and the distemperedness in the filed of legal system.Thus,to investigate、analyse、research and argue those questions is significant to standardize the Construction Engineering Project Bidding,and to push the Bid Law effectively,which especially ensure the work in bid and tender succesefully in Xiamen.
