Based on China’s coal resource distribution and energy structure, power-coal transportation and power development have become important determinants on healthy development of national economy and our social stability. Under the social context of the regional distribution gap between coal production and marking, how to increase the efficiency of coal transportation is a crucial issue. As the demand of electricity is increasing sharply, our government has to utilize the resource effectively to reduce the cost and externalities. Further, we could reduce the cost by designing an operational transportation scheme, which fully integrates the transportation resource. This is a systematic and complex project.The objective of this paper is to research on such questions. Based on the traffic and transportation theories, by analyzing the coal logistics system of electric energy industry, the author summarized the general problems of coal transportation scheme. Furthermore, based on analysis of transportation market situation and transportation cost theory, e-coal transportation and power production are both studied. Specific research contents are as follows:Firstly, for the all process of power-coal logistics system, the whole transporting of coal can be abreacted as a transportation plan consisted of logistics services that support transportation. In order to design transportation plans that cover the whole journey the paper proposes a novel problem.Secondly, this paper analyzes the current internal contradictions and the trends of supply-demand of coal which the electric energy industry encountered. By analyzing the performance of each transportation mode, the current problems existed in the china’s coal transportation system are concluded.Thirdly, using the graph theory, combined with the transportation cost theory, the electric energy coal transportation system is modeled. Electric-coal transportation optimal planning model was built, with the objective function to minimize transportation fee, including internal cost and external cost. Finally, based on the data of PZ Corporation, considering its location, target, and diversification of resources, together with practical problems occurred in combined coal transportation by road, sea, distant power transmission, and rail and inter-region allocation of PZ Corporation, the paper establishes a model of coal inter-district allocation and transportation, and applies GA optimization to solve it. Meanwhile, it utilizes Java to carry out model’s program calculation, to obtain optimal transportation scheme and analyze its results.
