The Application Research Of BOT Model In Residential Central Heating Engineering

Heating system is the essential content of the residence in the north. Generally, it uses the urban thermal network central heating, when it has urban thermal network. With the speeding up of urbanization, the urban thermal network scale can’t meet the demand. The real estate developer builds residential central heating system in area which is lack of urban heating thermal network. Not only it needs more investment and takes up more money, but also the heating system operating technology demand is higher, the general property company doesn’t have the ability to operate. So the real estate developer explores the investment construction of residential heating system model. Because the residential heating engineering has stable income, large-scale real estate enterprises apply BOT mode to residential central heating project, which not only can reduce the investment, but also can effectively deal with the risk of heating quality.At present, in the application process of the BOT mode of residential central heating engineering there is some problems which mainly are the choice of partners, the determination of concession period and the response of risk. The article mainly analyzes and solves the three problems. First of all, according to the characteristics of the residential central heating engineering, the paper designs the BOT mode of the residential central heating engineering, including the main participants and organizational structure, and carries on the brief explanation of its operation procedures. Then analyzes three main difficulties of the BOT mode:the choice of partners, the determination of concession period and the response of risk, and puts forward the specific measures. Finally uses the proposed measures to the instance, the measures put forward in the paper compare with the measures taken in the instance, summarizes the experiences and lessons of the empirical which can provide theoretical basis and practices guidance for the application of BOT model in residential central heating engineering guidance.
