With the rapid development of national economy, population, and motor vehicles, the safety performance of transportation system is gradually becoming worse. In order to tackle the thorny issues, traditional reactive safety methods have been deployed but with limited results, such as statistical analysis and evaluation of roadway crash black spot. While taking a proactive approach that addresses a number of roads safety issues at the stages of planning, design and management, building a transportation system, which contains an essential element of safety and proactively prevents the traffic crashes, is an effective method to mitigate traffic accidents and enhance the safety performance of the whole system. If only safety problems are resolved proactively at the early stage can we address both the symptoms and root causes of the traffic crashes.This thesis presents the concept of proactive road safety in the process of the transportation planning, and then analyzes the significance of ensuring and promoting the safety performance of the transportation system. Based on the framework of traditional comprehensive urban transportation planning, the thesis proposes a method to integrate safety into four-step process of transportation planning. Lastly, through optimizing the traditional comprehensive urban transportation planning, the paper establishes the framework of the new urban comprehensive transportation planning, which aims to incorporate proactive safety concepts.The research conducts the safety homogeneity analysis of traffic analysis zones and proposes a macroscopic safety performance function at the regional level, representing two innovation points and core contents of the new urban comprehensive transportation planning. The thesis develops the research from eight aspects in two chapters, including the analysis of safety homogeneity analysis of traffic analysis zones, collection of safety data, identification of the safety performance of region, analysis of the feasibility and applicability of region macroscopic safety performance prediction, the structure of prediction model, the statistical fit of model, and the application of model and optimization of the travel modal prediction.The paper is concluded with a case study with using comprehensive urban transportation planning of Guangzhou city as an example, to explain how to integrate safety into the planning process and how to guide and optimize the planning in detail.
