Tangshan Jingtang routes accessible at more than90ports both at internal and external, establish business contacts with more than30countries and regions ports, has developed into an important service port of Jingjintang, North and Northwest regional. As one of the domestic ten million tons ports, covering more than10major categories of dozens of varieties. Jingtang Port currently has34berths, take into account the types of cargo operations generally. Due to the management, waterway and other reasons, the entering and Departure efficiency of ship is not high, according to statistics of Jingtang port, time of vessels in the harbor waiting berth and time of working at berth and the ratio of time, the ship of10,000tons and below was2.4; the ship of10,00020,000-ton was1.8; the ship of20,000~50,000-ton was1.4; the ship of50,000-ton was0.9above. UNCTAD suggests that ports in developing countries more appropriate ratio of0.5, compared with the recommended values, theship passing efficiency of Jingtang port is low, form a certain restriction to the development of port. J Therefore, the studying of improving the efficiency of the port has a very practical significance.In this paper, according to geography characteristics of Tangshan Jingtang, analyzes its meteorological, hydrological and otherloading and discharging equipment of port such as investigation and analysis of infrastructure. Considering these natural conditions and port construction,we got the situation of Tangshan Jingtang Port throughput and the ship’s actual sorting through in recent years, the waiting time of Jingtang berth, time of passing fairways,working time at berth, loading and discharging operation and auxiliary operation time, to arrive at a specific Jingtang berth utilization data. Then based on the method of queuing theory on factors that influence efficiency of Tangshan jingtang through are studied, through the establishment of appropriate mathematical model, the ship berthing capacity, channel capacity, time of passing channel, time of berthing and unberthing work, loading and discharging time at berth and in auxiliary operation time, so as to arrive Jingtang navigation efficiency evaluation conclusions. Then according to each of the above factors on how to improve the efficiency of Jingtang corresponding Suggestions and measures are put forward.The established model is applied to navigable efficiency Tangshan Jingtang on the results obtained compared with the actual situation in line. According to the evaluation results of this article research results, for each Tangshan jingtang port and waterway enterprise plans for the development of the future port has a certain reference value, advice to maritime management and channel management department of maritime management system to implement effective monitoring and management for offshore has practical guiding significance. Also available as our other ports harbors a similar efficiency reference for the study.
