| Port Caofeidian is a major port of China for transporting power resources,a passage for transporting the coal in the North to the South,and also a terminal for transporting LNG used in Beijing-Tianjin-Hebei Region,the heart of China.NO.1 harbor basin of Port Caofeidian,is the biggest one with great construction scale,where numerous ships arriving and departing.As the construction of NO.1 harbor basin ending,the current navigation resources and port services provided by the harbor are unable to meet the requirements of the quick development.The navigation efficiency research of NO.1 harbor basin,Port Caofeidian,will help to raise the standard of port public service,and to promote the growth of port economy.Survey method,literature methodology,and comparative analysis are mainly used in the study.The NO.1 harbor basin is as the object of study,and through analyzing the factors influencing the navigation management,the study finds the problems and causes of the navigation management.The theories of management of public safety,the new public management,and the new public service are put to use in the study.Drawing on the experience of information service,management,Emergency Response Capacity-building of other developed ports at home and abroad,some countermeasures and suggestions are given:firstly,platforms of E-port and information disclosure should be built to reduce the inefficiencies caused by the information delay;secondly,navigation environment and order can be protected by modifying the related regulations and laws and publishing navigation guide and service guide;thirdly,the navigation time out of the harbor can be cut,and the navigation capacity can be increased by optimizing the current navigation resources;fourthly,an unified control center with an modern information platform,can be built to optimize the entering and leaving plans of various ships,finally,emergency capacity should be strengthened. |
