Since the reform and opening up more than four decades ago,China's shipping industry has made rapid development,and is now moving towards the goal of becoming a shipping power.However,the coastal ports are restricted by the existing fairways for the increasing number of ships,ship enlargement and the continuous growth of handling capacity.More ships mean heavier traffic,resulting in conflicts for fairways,especially for those one-way fairway ports,where the conflicts are more frequent.The navigation efficiency can be improved by expansion of ports and fairways,but the initial planning of the construction makes a significant change in overall layout difficult.Through formulating port navigation regulations to strengthen the management of shipping can avoid change and expansion of the fairways and generate a positive impact on navigation efficiency.What kind of regulations can be adopted to improve the efficiency of fairways in light of different ports is a problem facing the department of port planning and construction in maritime traffic engineering.Based on the actual navigation status of a certain northern coastal port in China,this paper uses computer simulation technology to construct four types of navigation:first-come first-served,priority for large ships,priority for tidal-ride ships,Ships entering and leaving the port in clusters.Changed the number of ships arriving at the port and is designed to different working conditions and based on the fairway utilization,fairway congestion,fairway safety.The relevant content of navigation efficiency selects the navigation safety conditions corresponding to the indicators such as fairway utilization,fairway space utilization,fairway passing capacity,ship waiting time,port service level,and ship spacing as indicators for evaluating the navigation efficiency of the port area,and analyzes under different working conditions The change of navigation efficiency indicators in the port area shows the relationship between the selection of navigation rules and navigation efficiency.In the end,it is concluded that the two rules of priority of large ships and ships entering and leaving the port in clusters can effectively improve the navigation efficiency of the port area when a large number of ships arrive at the port.The innovative point of the article is to learn from the method of fleet transportation in inland watercraft transportation,try to use it in port transportation,and provide a theoretical basis for actual port fairway planning and operation management.
