With the developing economic, the natural gas as a kind of clean energy has gradually occupied the main structure of Chinese new energy, which makes the maritime transportation of natural gas and number of LNG vessels increasing. However, due to LNG’s nature that its dangerous is huge after combustion and explosion, easily leaking causing shipwreck and so on, which determine the existence of risk during the berthing and transportation of LNG ships. While setting up well-developed operating specification, the security of LNG terminal construction also plays a significant role. However, the factors that affect the safety of LNG terminal construction are many, so categorizing and analyzing these factors have a major significance to provide a reliable basis for the safety of the construction of LNG terminals, to protect the safety of life at sea property and to prevent pollution.This paper mainly completes the following contents:(1) Evaluation methodLNG terminal construction safety is a complex system problem, whether its evaluate result is accurate, it is affected by the evaluation method at a certain extent. Evaluating the same problem by different evaluation methods may cause the conclusion to be greater differences. Therefore, this paper compares the various evaluation methods, and ultimately determines the fuzzy network analysis.(2) Gathering information at the form of expert questionnaireThere are many factors that affecting LNG terminals construction. The paper investigate, compare and score factors that affecting LNG terminals construction based on the form of expert questionnaire, and determines each factor proportion in F-ANP, to determine the weight by the triangular fuzzy number, and then structure super-matrix, at last, calculate the result to get the key factors.(3) Establish evaluation modelBased on LNG vessels own characteristics, through expert questionnaire form to classify the factors, and combined with fuzzy network analysis method, set up a safety assessment model, to provide a reference for the safety of LNG terminals construction. In this paper, adopting an instance of the Jiangsu LNG terminal construction for verification.
