In recent years, Chinese economy has made some rapid progress, meanwhile theprosperous development trend of all walks of life emerges. As a political, economicand cultural center of the country, modernization level of the city continuously hasimproved. But the rapid economy has brought a lot of problems, for example,uncontrolled population, rapid growing vehicles, serious traffic congestion andfrequent environmental pollution. The above are always perplexing people’s normalproductive life.To solve these problems, people pay a great deal of effort and cost. The paper isto principally study urban street transportation system from the perspective of variablelane. Variable lane refers to design signs and markings for lanes, changing real-timelane direction for the city road uneven two-way traffic conditions. Variable lane is away to solve the traffic jams, and experts and scholars study the variable lane havemade some achievements. The paper is to make a further study for variable lanecontrol technology based on research results of these predecessors.The research content of paper is divided into two parts according to variable laneapplication mode. On the one hand, a specific section and intersections of the city’stidal traffic used by tidal variable lane technology is studied; on the other hand, thenetwork capacity in transportation network design combining emergency variablelane technology is studied.The study of tidal variable lane mainly analyzes the causes of urban road tidestraffic, summarizes the characteristics of tidal traffic and probes the consequences oftidal traffic combining domestic and foreign research results. The paper is focusingon the specific set conditions of tidal variable lane, for instance, tidal variable laneimplementation scope, the opening set of starting and ending point, signs andmarkings and control measures of tidal lane. According to summary and lessons ofsome cities in China recently after the implementation of the tidal lane, supportivemeasures of the tidal lane implementation is given for traffic management departmentand traffic participants. Taking Dong ling Street for example, the simulation of tidallane is verified. The results show that the tidal traffic of Dong ling Street has beenimproved after setting the tidal variable lane, verifying the validity of tidal variable lane.As for the urban road network capacity study part under emergency variable lanetechnology conditions, the paper firstly introduces the basic principles of doubleplanning model, and analyzes the application of urban traffic network design. In orderto solve the Braess strange phenomenon of urban traffic network design, weintroduced the concept of the urban network spare capacity, combined withemergency variable lane technology and intersection signal timing optimizationtechnology to build the urban road network spare capacity double planning modelunder emergency variable lane conditions to extend urban road network sparecapacity and relief traffic jams. The heuristic algorithms based on sensitivity analysisalgorithm are used to solve such continuous network design problem in this paper.Next to adopt two ways to verify the bi-level optima model in a numericalexample. One is not to consider the signalized intersection delays; the secondapproach is to consider the bi-level optima model of emergency variable lane. Theanalysis results show that urban road network spare capacity can be further increasedafter implementing emergency variable lane, verifying the validity of the model.
